There's never been much demand at the retail point of sale for fully refundable economy, and there's almost none at all since economy tickets became 100% creditable on cancelation. Refundable economy is usually a special term of corporate contracts or travel agent contracts. Thus the website and call center prices can appear pretty detached from reality.

Fully-refundable first class DOES have a small but meaningful amount retail point of sale demand, so AA needs to optimize the surcharge to maximize the incremental revenue.
