The official policy is that a Manager’s Special will be an assigned car selected by the station and the renter will be ineligible from Ultimate Choice (this is covered in the master threads for Ultimate Choice and Manager’s Specials). If a station directs the renter to select their Manager’s Choice vehicle from Ultimate Choice, it’s an exception and not the norm.
