I'll answer my own question. Did some experiments today trying to convert BHN cards to SS/Vanilla. Went around to CVS, WM and our regional grocery chain. Seems like with few exceptions, they are limiting to 2 x 200 max transactions at each store. The duration of the block varies, and some cards can escape the block once in a while, but nothing consistent.

I wasn't even doing debit swipes trying to buy MO. This was for credit transactions. Also my experience today shows that auto-drain is most likely dead, even on credit swipes.
