Zero enforcing of carry-on rules LAX-LIM LIM-LAX

Just completed LAX-LIM-LAX
Latam website indicates one carry-on 10kg/22lbs and one personal item that fits under the seat.
I can confirm that there was zero enforcing at LAX and most passengers had very heavy carry-ons (with the zipper expanded) and extremely heavy and big backpacks that did not look like they would fit under the seat.
It was the same for LIM LAX. Every passenger had their bags checked for contents right at the gate before boarding.
A couple of girls in front of me had carry-ons and backpacks so heavy that they had a hard time lifting them to put them flat on the table and then it was big drama to try to close the bags once the staff finished checking their bags.
It was obvious that they bags were not under 10kg, not even size compliant. The staff did not seem to care.

In the past, all LATAM's fares for international trip included a bag. Now that the cheapest fare does not include a bag, of course everybody tries to get their stuff as carry-on.

I wish LATAM started enforcing the weight rule again.
Needless to say when I got to my seat every single overhead bin was taken and nobody had their personal items under the seat. While I, the fool, had made sure my carry-on is under 10kg, which I had to either store like 10 rows behind my seat or shuffle other people's stuff in the bin to make my bag fit. My personal item is a very small laptop backpack that I put under the seat.

They would make a lot of money if they charged at the gate for gate-checking non compliant bags.

I guess it is one reason to make sure to purchase "priority boarding" to find space in the overhead bins.
