I have already booked 2 EWR-LAX fares in discounted Business so will earn 4 PQFs but not a lot of PQPs (I think) as they are discounted fares.
Although my granted status at the time of the flights will be Premier Platinum if that factors into to what I will earn.
If you are doing a United challenge, your PQP's will be based on base fare plus carrier imposed fees spent with United. You'll basically earn 1 PQP per dollar spent with United, again on the base fare and carrier imposed fees only. It doesn't matter where you go or how fare you fly. You could buy a $3k domestic ticket to fly 100 miles or a $3k domestic ticket to fly 500 miles - if they are marketed by United you'll earn roughly the same number of PQP's.
