BA didn’t refuse to book you on easyJet. They just can’t. Lufthansa, Air France, United, Delta, KLM all fine, but they can’t book you on easyJet as there is no ticketing agreement, same with Ryanair.
Then customer service needs to clearly communicate this and instruct passengers to book the flight themselves and reclaim the cost through BA. The fact that they don't communicate this being a possibility is clearly BA trying to avoid their obligation as usual.
