This matches my experience too. I've done this several times when doing one-way rentals as it sometimes works out much cheaper (rent from location A, 4 days later return to location A, and re-rent, then one day later return to location B. You only pay the one-way rates for a single day rather than 5). It's always counted as 2 rentals, although I don't recall if I saw how it counted against a specific "do X rentals" promo.
