If you're flight is arriving from YQB or if it's departing from a time when pre-clearance is closed, then you will clear immigration at EWR. If not, you will go through pre-clearance immigration in Canada.

OP is flying United Express to EWR, which boils down to YYZ, YUL, YQB or YOW.
There's also no EWR-YEG route on UA (or any airline).
