In all my visits to SHH, I was always offered Lounge access as long as it existed, so not sure what the truth is. I think post merger and covid has allowed many hotels to cut back on benefits and hide behind blaming Marriott and Covid. That said I feel that Bonvoy is a shadow of SPG. The only benefit on Bonvoy is a wider range of hotels but this is very limited on the countries I normally visit so for me it's just a poor relation to SPG. Those were the good old days.
