The norm for non-elites is zero free bags for domestic trips. The first free bag is reflecting your *G status and appears the receipt is showing just 1 free bag which is correct. Seems the bag calculator is showing 1 bag, that is correct. The other item appears to be in error and if as suggest you show that to the bag check folks probably will be ignored but worth a try. I missed that we were talking about the calculator rather than the receipt.
The calculator actually also has a requirement to be correct under the same DOT regulation. However, I agree that it’s going to be a lot trickier to get UA to refund the second bag fee if the receipt is correct. OP should still consider filing a DOT complaint, but I’m a lot less certain about the outcome.
That said, filing a complaint helps the DOT get miscreant airlines in line — they look for patterns. UA’s track record in this space is
abysmal, so I encourage all affected passengers to hold UA to task.
