Usually I check Avios availability on the BA website for the same flight I am on.
If there are award seats available in Club World on my flight, that means it's available for upgrade.
The Avios cost is the difference between the amount of Avios needed for Club World and the amount of Avios needed for the same route in Premium Economy. So off peak on LHR-JFK, World Traveller Plus is 42,500 Avios and Club World is 80,000 so the upgrade would be 37,500 Avios.
I've never been able to do it online - once there's availability, I usually call BA to do the upgrade. It's always done quite quickly, as long as there's availability.
