What I find "highly likely" in WX driven OSO (as DFW was last night) are cancellations and tail number swaps at outstations to balance equipment distribution.
Ok - what happened here is what I meant in my original post. Unless there is a plane already at the outstation that can be used to operate the flight in question, the cancellation is highly likely.
