Normally there should be no need to enter the airside to access the baggage hall. In Europe (and in North America) the baggage hall is not part of the airside typically. The problem is to cross the customs border, so it is only possibly with an employee. Approaching the information desk or calling the baggage desk by phone seems to be the right way to start this. Worked for me in CPH in the past.
