The card only grants 60 XP per year for the main cardholder, meaning you still need to fly the other 240 XP for platinum, but if you don't have FB status you'll first have to climb the mountain of silver (100 XP), then gold (180 XP). So the platinum FB card doesn't add much if you have to start from scratch.
That being said, once the main cardholder has FB platinum status, the partner cardholder also receives it. So it might still be worth chasing, if you fly enough to reach platinum via gold via silver. Full benefits here (not a referral link, general offer).

I don't know about the French welcome offer, for NL the current welcome offer with referral it's now 20k miles + 50% discount on the first year (or 10k + 50% discount for gold). The French silver card is free btw, with 6k miles + 15 XP. That could be a good one to start with for your friends. If you upgrade to a better card after 6+ months, you'll get additional XP.
