There is no beach here, so there will be no getting close to the (polluted) water.

There is a so-so themed onsen park about a 15 minute walk away.

It will take you about an hour to get to Tokyo, more if you get impatient waiting for the shuttle bus and make the 30+ minute walk to the nearest train station.
