There may be situations where this could work and be beneficial. Some origins (Like TUN or CAI) are very cheap for business class fares. Even with a 300 euro fine that may still be substantially cheaper than booking with a European starting point. However.. it is not without risk. And therefore, unless you can easily bare missing the flight, it may not be the safest thing to do. Having to buy a new or alternative ticket is a realistic scenario, and something I wouldn't wish to do with today's loads and prices. It'd be stressful for sure.
the fee for intercontinental travel in business class or la premiere is 1500€ - so for business class tickets the strategy to skip the first leg from TUN or ALG would not save in the end. 300€ for a European ticket might also not be a method for saving on the fare.

Majeure condition (upon non compliant use) mentioned in the screenshot is to waive the fee. the other condition to waive the fee is to demonstrate that you bought another ticket for the skipped segment within 24 hours after the departure of the missed flight.
