I haven't called them because I haven't seen issues with packet loss. From my location, I can connect to all of these servers and everything works fine. When things aren't working for my wife, I am seeing < 1% packet loss and bandwidth of 15Mbps or greater, so nothing is wrong on A's side. If both of us start seeing issues with packet loss on the same server at the same time, then I'd be on the phone with them immediately. And furthermore, from my wife's location, packets are getting through, just not very many of them. Which means that the server isn't blocked, it's just that QoS sucks. This is why I asked upthread about whether there are multiple plans with Chinese ISPs that give different priorities to your traffic, especially to anything outside of China, during bandwidth oversale situations.
