Depends on what is causing the issue and if it's something "A" is even capable of fixing. The fact that all of the VPNs stop working or severely degrade at the same time (including SS and V2R to my personal server) provides a clue that it's probably not anything that "A" or any of the other VPN companies are doing. My wife just got her new ID card and was able to get a local SIM card, and based on VPN performance on cellular vs. on China Telecom, all signs are pointing to the problem being severe bandwidth oversale conditions in the late evenings. So I think a call to the ISP asking about being put on a plan with better data priority is in order.
I'm honestly shocked by the fact that you still haven't discussed the issue with A. As I've mentioned previously, those guys are far more knowledgeable than you are in the instant case. Furthermore, chatting with them only requires 10 minutes (as opposed to hours of your time). All you need to do is tell them "Packet loss is bad on SC.. Help me address it".
