Change fee if changing a basic economy BA ticket to a premium economy ticket?

Wondering how change fees work. I can see these details on ExpertFlyer for the fare in question but don't understand them. Can someone help me interpret them, in the light of BA's policies?

The ticket in question is economy LHR-TLV-LHR but I'm exploring changing it to premium economy starting and ending in JER (so JER-LHR-TLV-LHR-JER). According to the fare rules of the premium economy ticket, the JER-LHR-JER legs book into K and the LHR-TLV-LHR into T class buckets. The existing economy ticket is in S outbound and V back.

To change this, would BA charge the change fee if the new ticket is higher cost? Can this be done by calling them?

In addition, if mileage availability to upgrade the LHR-TLV portion was available, how much would the extra taxes/fees be for business? UK APD isn't charged, I assume, because the connection from JER is less than 24hrs, but maybe I'm wrong and there's something extra here?
