It says 2pm across all categories, including Club, so OP is wondering should he not have gotten 2pm as it was available. A non member should have gotten the noon offer according to OP.
Personally, I think it was a terrible thing for IHG to put into their benefits, giving anyone who merely signs up for the program an expectation that they are entitled to a 2 pm late checkout. Especially given the high % of the portfolio that consists of select service properties like HIX that are going to have a more limited housekeeping staff compared to some full service properties, I can't see many properties being on board with this.
