I have been looking into this separately. Toyota Rent-a-Car indicates that International Driving Permits (issued by Geneva Convention signatories) are acceptable with passport. Japanese translations are needed for certain other cases (including for Swiss Drivers Licence holders, which might explain your case).

Exactly; thank you for the clarification. As long as the country issuing the IDP follows the Geneva Convention 1949, the IDP does not need translation into Japanese language. I have been using my IDP (issued in Hong Kong) and driving in Japan for years. No problems whatsoever, since the HK-issued IDP follows the Geneva Convention.
