Not just the crew rest area. Some aircraft have a lot of stuff the crew need to operate the flight in those bins. I'm not sure if that includes the 788 but the 333 for example usually has the front two bins completely full of amenity kits, firefighting stuff and medical kits, and I think maybe bags of headphones? It is a bit annoying that they're all bunched together so if you happen to sit under them you have to look several rows away for a place to put your bag. But it is a bit of a first world problem...
