Noise is subjective...we all have our own threshold...which is why there's never a consensus on the matter. 12/14 of course is fine. I've sat in 11K on the ULR more times than I care to remember and can't remember a time noise bothered me (although, as I said up thread a year ago, I do use ear plugs). The second galley is indeed primary for most crew activity.
