Interestingly, both Apple and Google support small payments without unlocking your device at the card issuer's discretion, but I've never actually seen it implemented except for paying transit fares.
Google does for non-transit transactions but only for European cards/devices as far as I can tell. I wouldn't be surprised if they specifically blocked that feature for Americans, though.
