While I wholeheartedly agree, I do not think it is likely to happen any time soon. It definitely will not happen unless masses of people complain and request action from people with the power to make it happen. Most letters are going to be ignored. I would say the forum with the most likely chance of success is in the TV news channels, highlighting the government failure to protect its citizens from these situations and pointing the finger at specific people in charge.
