Watsons sells the same package as PNS, and you cannot add the 268HKD travel pass to it.

If you want to buy a physical DIY SIM, you can either buy it online or at a 3hk shop. If you buy it online, it will only be shipped to a Hong Kong address. If you have a friend in Hong Kong, who is willing to take delivery and then mail it to you, it is o.k. Otherwise, you may have to wait until you are in Hong Kong.

I don't think you can buy a blank SIM. You buy a package, and the SIM comes with it.
