If you want lounge access at a Ritz brand hotel you will have to pay for it, or purchase a rate that includes it.
However, on a more positive note, I know from personal experience this particular Ritz Carlton in Kuala Lumpur does upgrade platinum members and up (but do not except a suite), and also offers late check out, which is way beyond what they are required to offer.
I stayed at Ritz KL probably about 10-20 nights a year for the last 10 years. Got upgraded quite a few times (probably 2-3 times a year) to 1 bedroom and 2 bedroom suites (the 2 bedroom suites are part of the residence). Never got upgrade for club access however despite being platinum or titanium during the time.
