I'm curious the story of rows 10 & 13 being fully blocked on multiple routes out of SEA? SEA to LAS/SAN/TPA and MCO so far are ones I've just noticed while searching for some flights. I figure there has to be a reason why. Sept - Dec so far that I've found.

They haven't finalized which aircraft is flying the route yet. Row 10 on a 738 is Premium Class, 739 is regular Main. By blocking row 10, passengers aren't able to choose row 10 seating. That prevents a Main cabin fare being seated in Premium Class seat if the 738 is operated or a Premium Class passenger being downgraded to Main if the 739 is operated.
I have an itinerary next year that is showing 739 equipment but the seat map only shows 12 First Class seats. That prevents selecting row 4 and downgrading passengers in case of a down guage to a 738.
Similarly, there is no Row 13 on the 738 while there is a Row 13 on the 739.
Blocking Rows 10 and 13 allows for assigning the 738 or 739 aircraft closer to travel without disrupting any passenger who have already selected seats.
