I used Alipay Tourcard two weeks ago, as you said it is a service provided by Bank of Shanghai, and you "top up" the account. I added 500 RMB from my foreign Mastercard. Supposedly you are able to get a refund after the 180 days have expired. However, I drained my account down to 1 RMB by spending the rest in a Lawson convenience store on random items. In the application it keeps track of your purchases and you can list them afterwards.
