No Ritz Carlton worldwide offers lounge access for free to anyone regardless of Marriott Bonvoy status.
If you want lounge access at a Ritz brand hotel you will have to pay for it, or purchase a rate that includes it.

However, on a more positive note, I know from personal experience this particular Ritz Carlton in Kuala Lumpur does upgrade platinum members and up (but do not except a suite), and also offers late check out, which is way beyond what they are required to offer.
