AFAIK there is a limit of 10 SIMs for each HKID; my guess is that there will be something for passport registrations.
How long is the expiry date? Once activated, the prepaid SIM is forever unless I don't pay or violate T&Cs?

Your inability to use the app is because your account is not UK based. (regional limitations in the app)
Are the 3UK SIMs reloadable? Aren't those shops basically resellers like Amazon? I'm surprised those SIMs can even be resold in HK with the new law in place.
