I've asked at hotels and they told me I cannot check out and check back in, that would count as the same "stay" - even if its a new reservation.
They told me I need to be out of the hotel for 24 hours.
Is there the same requirements for Hertz? Do I need to drop off a car then come back X hours later for it to count as a new rental?

In my experience, a "new rental" starts either 1) on a different calendar day or 2) at a different location.
Dropping off one car and either re-renting it or immediately picking up a different car has counted as a single rental every time (4-5 occasions) I have done it.
