That route is operated with an A330 which will not be retrofitted with Premium Economy.

As for what would happen if they did start offering PE, they would move anyone who had seats selected that no longer exist (due to being replaced with PE seats) back a couple rows. You will not get a free PE upgrade by selecting a would-be-PE seat.
