Agent insisting a "stopover" must be less than 24 hrs

I called [US, English] customer service to try to do an award booking SFO - SYD roundtrip with a stopover in HKG on the outbound flight. I already checked for award availability for the individual segments I want, and the agent confirmed there are seats. This was the route I was trying to book:
SFO - > HKG on CX [stopover in Hong Kong for 6 weeks], HKG -> SYD on CX [stay for 4 weeks], SYD -> SFO on QF
The agent insisted she couldn't book this as a roundtrip award because the "stopover" is more than 24 hours. I replied anything under 24 hours is a "layover" or "connection," but a "stopover" is multi-day. She said I had to book the segments individually (which may cost me more miles)
So, I tried booking a "multi-city" award redemption online, just to see how many [additional] miles that would cost and I get an error message after adding the last SYD - SFO segment "Your selected itinerary contains too many open jaws/stopovers/transfers. Please modify your selection. [CLSAPI_ASMI_02_4388]."

Did stopovers on roundtrip awards change? Is the agent wrong? Or am I confusing my definitions and the rules?
