Quite a few gas stations in Sweden are unattended--some literally a few pumps under a fixed canopy next to the road or the convenience store closed for the evening but the pumps stay open. I've never had to enter a PIN when swiping any number of credit cards. Simply swipe and fill.
A lot of the unattended Swedish gas stations' pumps seem to default to asking for a PIN when a chip+PIN card is used but not necessarily otherwise. It's at unattended gas stations up in the Alps where I've had problems filling up with not having chip+PIN cards; but sometimes I've been able to get the US cards to take without use of a PIN by messing around.
