Yes, Google bought ITA Matrix for the sake of improving Google Flights; albeit, while Google Flights does validate the availability for the fares, ITA Matrix wouldn't.
Google has done zero investment in ITA Matrix other than the new interface.
Not sure what source is ITA Matrix getting their Turkish availability from but it's sometimes incorrect as this case. Also ITA Matrix wouldn't be able to access some airline website only fares which are not available in regular GDS systems but either only directly through the airline or NDC systems ( New Distribution Capability ). Turkish domestic fares in the Turkish point of sale is one example as well.
