Double booking was a heck of a lot more common back in the USAir days. it's been quite a long time since I was first told double booking wasnt allowed any more.

Correct. Agents are only supposed to do this for CKs and EPs, as doing so prevents the automated rebooking took from working and ties up inventory that might be needed for others in similar situations.
When I was first told double booking wasnt allowed any more, I was executive platinum. then again i was getting triple booked during massive weather related disruptions at the time.
