I usually pick DCA over BWI (equidistant for me) because DCA has United Club (albeit the most archaic outdated club in the network) and usually has better flight selections (i.e., times).
I enjoy the views out of the DCA Club, some of the best in the world for an airline lounge. And it is so "archaic" as to start to look historic!
I don't like BWI except for the first flights in the morning when the traffic coming from DC is not bad, and then only if there is a real price difference. IAD and DCA are a toss-up, I like both for different reasons. For convenience I will take DCA-EWR-Europe since I don't like IAD arrival Customs at all, more painful than EWR. However the new HND-IAD flight gets me in significantly earlier when coming from Asia so I may be trying that more often.
