Last leg of international flight delayed over 4 hours

The situation

Flying home London-Calgary-Edmonton

Left London at 2pm - 20 minute late for reasons unknown

Steward on plane advised no problem catching 5 pm flight Calgary to Edmonton

Arrives Calgary around 20 minutes late at 410 pm; no effort to expedite passengers with tight connections

Announcement - passengers with connecting flights to Edmonton and Vancouver will be transferred to later flight; see email re Meal Vouchers

New flight - leaving at 930 PM!!!!! This means we will arrive home at 530 am London time

Issues:
-
We could have made the flight. In fact in lounge at 510 pm and sees notice on screen final boarding for 5 pm flight
- There were direct flights at 630 pm (delayed to 710) and 8 pm
- When asked to get on these flights one was full and claimed couldn't do it on other since we had bags checked in
- When we arrived in Edmonton our bags were waiting for us. Came on earlier plane!
- And never got email re mail vouchers

Next steps
- probably nothing
- new rules requires compensation of $400 for flights later that 4 hours, but not clear it would apply in this case. Requires filling out forms.

I think WestJet could have handled this better. When I phoned to speak to a supervisor they wouldn't transfer me said I needed to fill out forms
