Personal convenience fees used to be deductible but they are not currently. However, some states still allow it. In California, there are a group of allowable deductions if they exceed 2% of AGI, which includes tax preparation fees. (So, in practical terms, unlikely to be deductible, but theoretically possible.)
Fees related to taxes on a business are probably still deductible on the business's return.
