At least last time when I changed from SJC-SAN-JFK to SJC-SEA-JFK, no questions asked.
I think due to a variety of factors, enforcement / difficulty in exercising is on the rise. It certainly has become more difficult for anteater to exercise changes, even valid SDC's where some agents flat out refuse and I am forced to HUCA.
