I bet they are blocked for travelling staff. The last two Club Europe flights I’ve taken showed 1A and 1C blocked, as is normal up until 72 hours prior (as reserved for golds). However they remained blocked all the way until the flight. On board the people sitting in those seats were clearly crew off on their hols judging by the banter between them and the working crew.
staff on standby are going to take the only seats left free by definition since they are only confirmed on the flight very late.
I have never seen people moved for staff tho, or those seats held/blocked to allow staff to take them. In fact I have never seen 1a/c remain empty but blocked - and usually blocks only follow the normal TS practice.
