If you have no plans to fly into US, you should cancel your appointment at YUL and look for one at Champlain, NY (or any of the enrollment centers near the land border).
Technically if you take the CBSA appointment at YUL, you can only finish the US interview at Canadian airports offering US Preclerance with a flight into US. However there is nothing stopping you from buying a fully refundable YUL->US flight, check-in, clear security and US customs and then take the interview in Preclerance. Aftewards you proceed airside and then tell the gate agent you no longer want to travel. They will open the door to let you up into the International Arrivals level where you have to clear CBSA to get back landside. I wouldn't recommend it but it can be done.
