I've seen this before, and was also surprised. I was checking out of the Fairmont Geneva last year, and planned to redeem 12,000 points, because I had about 13,300 at the time, and the hotel redeemed 13,000 for me. That was the first time I'd seen they system allow a redemption of 1,000 point increments, but I don't recall running into that since.
