All UK issued cards do pass back refunds to former cardholders, it's indirectly part of the banking licence. There is a messy process where this really is impossible, but the fastest way is to contact your previous card company and talk to them about it.

I have a covid refund pending and am in the same situation as the OP.
Amex are not accepting the refund request from BA as the card has been closed for too long (payment was made in 2019, card closed soon after this). I have successfully received refunds on Amex cards closed for less time, but can’t seem to get anywhere with Amex or BA on this one.
BA have committed to refunding to my bank twice with no success.
