Yes, I believe it is CX who says they'll pay x Avios for I class and y Avios for Y, etc. which means either CX have decided to pay 0 for P, or BA/CX haven't renegotiated since P changed.

BA could decide to credit something for CX P, but they wouldn't be getting paid for it.
