The 25% off for gold/diamond is a special post covid deal to encourage guests back and was extended to 31 Dec 2023. I found it was automatically applied to all folio charges at multiple properties.

Would be fantastic if Hilton brings in some sort of discount as a permanent benefit as it does encourage using the hotel restaurants.
