I will add that I was inspired by this post and called an Enterprise location as I was contemplating doing a National > Enterprise one-way. The girl who answered did confirm it is possible to bring them a car from National. She did say the airport I was planning to pickup from charges a steep drop fee, usually $75-$125 depending on the car class.

I ultimately went with a different plan but good to know this is an option for future reference.
