It's interesting that it talks of BA, and then that there's no duty free, so the article may have been written before duty free came back.

But back it hasn't really come. I was looking for some cheaper alcohol coming back from Hamburg in April, and it appears they just don't do any non-EU sales from there now, it's all the ol' inside EU prices. I'm not sure how far it has spread, I don't recall seeing much of interest coming back from Alicante, and over to Dublin or back too.

And given the limits have been raised, it could be one of the very few "benefits" of Brexits, but like any of these things, YMMV, I personally am not in the market of hauling 4-8 litre bottles of spirits about after a US trip (even with the space in the overheads in Club being plenty for them). Perhaps it works ok for the people who haven't got far to go, or are driving home.
