Yes I have had some experiences like you describe and some horrendous experiences (3 hour taxi to go 20km).

With planning and a bit of patience it is definitely survivable.

My biggest issue with visiting MNL and surrounds as a non-Filipino is the very poor public transport in the city.

Alas I am now longer PAL Elite, so will be back to sitting in the public areas of the terminal.
